Illegal electricity consumption for 3.1 million rubbles is detected in Yuzhny village and the gardeners’ non-commercial partnership ‘Ivushka’ over the year

Specialists of the Krasnodar branch of ‘Rosseti Kuban’ have revealed 21 facts of non-contractual and unaccounted electrical power consumption by residents of Yuzhny village and the gardeners’ non-commercial partnership ‘Ivushka’ in the suburbs of Krasnodar over the year. The total volume of illegally consumed electricity power resources is 1.2 million kW*h. Under preliminary data, the damage caused to the electric grid company exceeds 3.1 million rubbles. This volume of electricity would be enough to provide these settlements with electrical power for 6 months.

Concerning all cases of unauthorized electricity consumption, the documents were sent to law enforcement agencies. If the voluntary repayment is refused, the payment for unaccounted electrical power will be enforced by legal means.

Illegal power resource consumption and exceeding permitted capacity causes overload in the grid. This action leads to emergency shutdowns in gardeners’ non-commercial partnership ‘Ivushka’ and Yuzhny settlement, causes disruption of power supply to good faith consumers and creates a threat towards human life and health.

Also the power engineers note that in some cases electricity is consumed with violation of contractual obligations in Yuzhny and gardeners’ non-commercial partnership ‘Ivushka’. For a long time residents simply have not been making payment for electricity. Due to the accumulation of significant debts to the guaranteeing supplier, applications are sent to the power grid organization in order to impose restrictions on debtors. Thus, since the beginning of 2022, 483 restrictions of electric power consumption mode have been made by specialists of Krasnodar electric grids in Yuzhny area under energy supply organization applications because of violations of payment obligations.

The lack of payments for electricity on the part of consumers leads to a shortage of repair program funding, which demands additional financial sources for the maintenance of electric grid facilities from the power grid organization.

Electrical power theft is an offense that entails administrative and criminal liability up to imprisonment. According to the article 7.19 of Administrative Offences Code, it is assumed that as for unauthorized connection to electrical grid, as well as illegal (off-the-meter) use of electrical power, citizens are imposed a fine in the amount of 10 to 15 thousand rubbles; officials — from 30 to 80 thousand rubbles or disqualification for up to two years; legal entities — from 100 to 200 thousand rubbles (as revised in Federal Law No. 307-FZ of 03/11/2015).

You may remember that distribution network objects in gardeners’ non-commercial partnership ‘Ivushka’ were put on the books of Krasnodar electric grids in September 2021. Before that moment, they had been to an unsatisfactory condition because of their improper treatment by the owners. During 2022, an additional 10 kV transformer substation with a 630 kVA power transformer have been installed and disaggregation of overhead distribution grid lines have been made by specialists of Krasnodar Rosseti Kuban branch in order to improve reliability of power supply to consumers.
