In 2015-2017 the Krasnodar branch of  Kubanenergo PJSC  (Rosseti Group) installed more than 15 thousand smart meters in the Company’s area of responsibility at the expense of investors under energy service contracts.

Energy service contract is an agreement that is concluded between the energy company and a private investor. The contract ensures rendering services aimed to decrease of losses by automation of electric energy accounting. Multifunctional meter devices are free for the customers including business facilities, enterprises and organizations. Investors get their funds back due to reduction of network losses and the power company’s productive supply increases.

These modern meters are equipped with a system of remote data collection. For those customers who mainly live in rural area, the smart meter is installed on transmission line pylons near their house and a display is given to the customer.

This equipment is highly expensive. In fact, it is a computer that except metering, fulfills many other tasks: controls network parameters, monitors its condition, checks insulation of customer’s internal networks, records unauthorized intrusion etc.

Kubanenergo PJSC warns of the administrative responsibility for unaccounted and unauthorized electricity consumption:

According to the Article 7.19 of the Code of the Russian Federation on Administrative Offenses of 30.12.2001 No. 95-FZ (with amendments as of 30.12.2015), unauthorized connection to electric grids, heating networks, oil pipelines, oil product pipelines and gas pipelines, as well as unauthorized use of electric, thermal energy, oil, gas or oil products, if these actions do not contain a criminal offense, shall entail the imposition of an administrative fine on citizens in the amount of ten thousand to fifteen thousand rubles; on officials – from thirty thousand to eighty thousand rubles or disqualification for a period of one to two years; on legal entities – from one hundred thousand to two hundred thousand rubles (in the edition of the Federal Law No.307-FZ of 03.11.2015).
